Historic Tax Relief
Championed roughly $1.1 billion in tax cuts for working Utah families — among the largest in state history — while keeping the budget balanced.

Utah is the best-managed state in the nation — with the strongest economy, lowest debt, and a future being built right now. Senate President Stuart Adams has been at the center of that work for two decades. Here’s his record, and why we believe he’ll keep our state strong.
The Record
These aren’t talking points — they’re bills passed and projects delivered. Every item below is part of the public legislative record.
Championed roughly $1.1 billion in tax cuts for working Utah families — among the largest in state history — while keeping the budget balanced.
Sponsored the First-Time Homebuyer Assistance Program (S.B. 240, 2023), helping more Utahns afford a first home in a tough market.
Drove the US‑89 expansion in Davis County — improving safety and cutting commute times for Northern Utah families.
A leading voice for abundant, reliable, clean energy — including next-generation nuclear power — to keep Utah’s lights on and its economy growing for decades.
Backed major investment in water infrastructure and Great Salt Lake health to protect Utah’s air, ecosystem, and long-term water security.
Championed religious freedom, expanded public-education funding, mental-health resources, and protecting children from social-media harms.
Utah By The Numbers
Where He Stands
Keep Utah the best-managed, most business-friendly state in the country — with low taxes, low debt, and room to grow.
“The free world needs more energy.” Build the reliable, all-of-the-above power — led by next-generation nuclear — that Utah’s future demands.
Bring down the cost of a first home and keep Utah a place where the next generation can afford to stay.
Invest ahead of growth in roads, water, and transit so Utah’s success doesn’t become Utah’s gridlock.
Protect religious freedom, support parents, fund education, and safeguard kids online.
Protect Utah’s water, air, and the Great Salt Lake for the generations that come next.
“I remain committed to working hard for every family in our district and across Utah.” — Senate President Stuart Adams
Utah’s Energy Future
This is the part I’m most excited about. Utah isn’t waiting for the future of energy — it’s building it. Through Governor Cox’s Operation Gigawatt — a goal to double the state’s power production within a decade — Utah is positioning itself as a national leader in safe, clean, next-generation nuclear power.
Modern nuclear delivers zero-emission electricity at massive scale — clean air and dependable power, together.
Unlike weather-dependent sources, nuclear runs around the clock — the steady backbone a growing state needs.
Home-grown power means stable prices and real energy security — less dependence on anyone else.
A full nuclear ecosystem brings advanced manufacturing, skilled jobs, and workforce training to Utah communities.
In November 2025, state and local leaders announced a landmark partnership to make Brigham City the home of Utah’s first full-scale nuclear energy ecosystem — uniting reactor deployment, advanced manufacturing, and workforce development. As Senate President and chair of the Military Installation Development Authority (MIDA) — a key engine of the state’s energy push — Stuart Adams has been one of the central champions of Utah’s energy agenda.

Yes. U.S. nuclear energy has one of the strongest safety records of any power source. Next-generation small modular reactors (SMRs) are built with passive safety — they’re designed to shut down safely on their own, without operators or even electricity, making a serious accident extraordinarily unlikely.
Very. Nuclear produces zero carbon emissions and no air pollution while generating electricity — it’s already the largest source of clean power in America. And unlike wind or solar, it runs 24/7, rain or shine, day or night.
Utah is one of the fastest-growing states in the nation, and reliable power is the foundation of everything — homes, jobs, schools, and small businesses. Homegrown nuclear gives Utah always-on, made-in-Utah energy that guards against price spikes and keeps the state independent for decades.
Modern plants produce a remarkably small volume of waste — safely sealed and stored — and advanced reactor designs can actually recycle and reuse fuel, shrinking it further. It’s a manageable, well-understood challenge, not a reason to fall behind on clean power.
The Issues, By the Numbers
Utah meets hard problems with honest data — here’s where the state stands on three that matter most.
Utah home prices have more than doubled in a decade — affordability is now Utahns’ #1 concern. Adams sponsored the First-Time Homebuyer Assistance Program to help families get their start.

After a record low in 2022, Utah dedicated nearly 400,000 acre-feet of water to the lake. Levels are recovering — with a clear target for healthy elevation.

His Story
Stuart Adams is a fifth-generation Layton resident who graduated from Layton High School and earned a business-finance degree from the University of Utah. He built a career in real estate, construction, and development — earning “Builder of the Year” honors and leading the Northern Wasatch Home Builders Association before entering public life.
He and his wife, Susan, raised four children in Davis County and are now grandparents to 16. He began serving on the Layton City Council, moved to the Utah House, and has served in the Utah Senate since 2009 — chosen by his colleagues as Senate President in 2018, a role he still holds today.
Along the way he chaired the Utah Transportation Commission and leads the Military Installation Development Authority (MIDA) — the kind of behind-the-scenes work that quietly keeps Utah moving.
Nine years serving his hometown at the local level.
Brings a builder’s practicality to the statehouse.
Elected to the Senate, representing Davis County.
Chosen by his colleagues for a key leadership role.
Elected to lead the Senate — the role he still holds today.
In His Own Words

In My Own Words
I’m a Utahn who works in this state’s economy every day, and I’ve watched our leaders make choices that keep Utah at the top of nearly every ranking that matters — jobs, growth, fiscal health, opportunity.
Stuart Adams is a big part of that. He understands building — literally. He spent a career creating homes and jobs before he ever cast a vote, and it shows in how he governs: practical, future-focused, and steady. The tax relief, the push on housing and infrastructure, the willingness to plan decades ahead — that’s the kind of leadership I want representing our state.
And there’s one thing I’m especially excited about: nuclear energy. I genuinely believe clean, reliable, next-generation nuclear power is the future of this state — and Stuart Adams is helping lead Utah there. That kind of vision is exactly why I’m standing with him.
That’s why I wanted to put this page together: to share his record, point you to the facts, and make it easy to get involved. If you love Utah like I do, I hope you’ll stand with him too.
